In 2006, 70% of all resources and capacity will be concentrated on the nine development goals.
By way of transition, a concentration of 60% of all resources was proposed for 2003, to be gradually increased in 5% increments until reaching the established 70% concentration in 2005. The remaining 30% of available resources and capacity will be allocated to boosting and fomenting other initiatives undertaken by the Government of Catalonia’s administrative bodies and Catalan civil society within the framework of the values, aims and priorities laid down in the Development Cooperation Act.

Technical cooperation: It has been proposed that special support and impetus be given to technical cooperation as a mechanism for building and enhancing the capacity of people and organisations in developing countries. Technical cooperation must be one of the main tools in development cooperation policy. This assistance is provided in the form of bilateral aid.
Financial cooperation: This type of cooperation is channelled through the different types of bilateral and multilateral aid to international organisations, with special emphasis on the different bodies of the United Nations, whose goals match those set out in the Development Cooperation Act and the Master Plan.
Interaction between Catalan Development Cooperation Actors
The Government of Catalonia provides incentives for and encourages joint, coordinated work among all agents in order to meet the goals laid down in the Master Plan. Special support will be given to initiatives entailing the creation of networks or associations of cooperation agents, from both Catalonia and the rest of the world, with a view to achieving these goals.
The Generalitat must serve as a catalyst in this process, offering the mechanisms needed to ensure its success, supporting the operation of existing agent networks and associations and fomenting the creation of new ones. It must also foster the exchange of information and facilitate the search for funding for projects drawn up in Catalonia.
Promotion of co-development
Co-development must both contribute to the development of recipient countries and significantly raise awareness of these countries and their realities in Catalonia. Above all, however, it must promote the joint responsibility of donors and beneficiaries in development processes.
Catalan cooperation with developing countries must be based on partnerships to which the donor and recipient are equally committed. Both parties must share the same goals, the design of strategies and resource management, bearing in mind that the primary responsibility for the development of any country lies with the country itself and that donors can thus only ever play a complementary role.
The Generalitat must provide incentives for development cooperation actions based on co-development and entailing partnerships with agents from recipient countries, especially those affording a prominent role to immigrants in Catalonia.
