Functions

To implement and manage the Government of Catalonia’s development cooperation, peacebuilding and humanitarian action policies.

To manage the financial and material resources allocated to development cooperation, peacebuilding and humanitarian action policies.

To advise the different administrative bodies on the planning of the Catalan development cooperation, peacebuilding and humanitarian action policies.

To put out public calls for applications for grants and funding for development cooperation, peacebuilding and humanitarian projects.

To advise and support public and private institutions active in the spheres of development cooperation, peacebuilding and humanitarian action.

To design and execute development cooperation, peacebuilding and humanitarian projects and actions, including in the spheres of training, public awareness raising and information dissemination.

To enter into agreements and contracts with public and private persons and to set up or participate in legal entities.

Any other function commissioned or assigned by the Government of Catalonia’s Executive Body.

And to coordinate the grants and development cooperation of the Government of Catalonia’s different departments and bodies.

Goals

Our main objective, which is both modest and complex, is to contribute to changing North-South relationships and to foster, through economic contributions and the transfer of resources, know-how and human capital, the development processes and models of poor countries. Thus, through transformational actions and its commitment to the world’s most underprivileged populations, the Government of Catalonia joins the rest of the international community in the fight against poverty and the quest to significantly enhance access to healthcare, education and water resources, in keeping with the commitments undertaken by developed countries within the framework of the United Nations’ Millennium Development Goals.

As part of our effort to serve as an example of quality, good practices and the forging of bonds of solidarity, we base our work on the concept of cooperation as a means for furthering sustainable human development and for projecting and consolidating values, among which peace, respect for human rights and democracy, the rights of peoples, the defence and promotion of traditional cultures, languages and identities, respect for pluralism and diversity, the principle of subsidiarity and participation in the democratic process all deserve special mention. Catalonia has a long-established tradition with regard to all of these values and can bring its ample experience to bear on the construction of a more equitable international order.

As for the localization of our actions, by concentrating our efforts and reinforcing certain intervention sectors in accordance with local needs and our own capacity and technical experience, we will enhance our effectiveness and have a more sustained and enduring impact on development.

We moreover aim to reaffirm our commitment to humanitarian and emergency aid, while at the same time bolstering peacebuilding processes in countries in conflict and post-conflict situations, responding to humanitarian and emergency crises and supporting the solidarity initiatives undertaken by Catalan civil society over the world.

Finally, we aim to carry out standing cooperation policies based on our particular strengths, the coordination and search for synergies and support for the development of peoples.
