Strategic Goalsves al submenú

With regard to sector-specific priorities, the Master Plan proposes concentrating resources on twelve strategic goals.

The first nine goals are related to development, the tenth to general and emergency humanitarian aid and the eleventh and twelfth to education and capacity building. 70% of all resources are projected to be concentrated on these goals by the end of the period. The twelve strategic goals set out in the Master Plan are as follows:

Strategic Development Goals

1. Support for Basic Social Rights

1.1. To strengthen primary healthcare systems, placing special emphasis on programmes to control the main infectious diseases and improve reproductive health. (1)

1.2. To strengthen basic education systems and adult literacy programmes, including and reinforcing traditional cultures and languages. (2)

1.3. To enhance access to appropriate housing in accordance with the sociocultural and environmental context in peri-urban areas. (3)

1.4. To enhance capacity for comprehensive management of the water cycle (4)

2. Enhancement of Production and Employment Capacity

2.1. To enhance production and trade capacity, especially in traditional sectors. (5)

2.2. To provide support for employment and labour rights programmes. (6)

3. Governability

3.1. To contribute to the generation of local development plans to improve governance and citizen participation.(7)

3.2. To strengthen the capacity of strategic actors in order to enhance democratic governability and human development (8)

3.3.To enhance capacity for preventing conflicts arising from threats to ethnic, cultural and linguistic minorities. (9)

Strategic General and Emergency Humanitarian Aid Goal (10)

Strategic Education and Capacity-Building Goals

1. To broaden the scope of actions relating to education and awareness raising. (11)

2. To build capacity among public and private agents of cooperation. (12)

In order to meet these strategic goals, the Master Plan provides for the key role to be played by Catalan public institutions, development NGOs and our country’s social, educational and economic sectors, as well as by the Government of Catalonia. Each of these actors will add its efforts to the large number of projects already being carried out by NGOs.

Actions and initiatives will not be aimed exclusively at individual projects. The Executive Council’s initiatives will be carried out within a global framework that places special emphasis on, among other things, promoting the reduction of external debt, fair international trade, food security, ethical banking, stability and transparency in international financial markets and conflict prevention.
