Regulatory framework

The Catalan Agency for Development Cooperation (ACCD), set up in October 2003, is the body responsible for implementing and managing the Government of Catalonia’s development cooperation policy. The ACCD’s by-laws, which were approved in 2003 after deliberation by the consultative bodies established under the Development Cooperation Act, define the agency’s nature, structure and functions.

   
Development Cooperation
Act

On December 31st 2001, the Parliament of Catalonia unanimously passed Act 26/2001  adobe acrobat, governing development cooperation. The Act, known as the Development Cooperation Act, aims to establish the legal framework for the actions taken by the Government’s administrative bodies in the sphere of development cooperation and international solidarity. It was passed after exhaustive consultations involving the active collaboration of several institutional and civil society agents.

   
Master Plan for Development
Cooperation 2003-2006

The Master Plan for Development Cooperation is the main strategic planning tool created under the Development Cooperation Act to help the Government of Catalonia’s administrative bodies allocate funds and establish the geographic and sector-specific priorities to be respected and developed in the subsequent annual plans and to serve as general guidelines for development cooperation policy as a whole.

   
2006 Annual Development
Cooperation Plan

The 2006 Annual Development Cooperation Plan sets out the agenda for the Government of Catalonia’s policy and activities in the sphere of development cooperation for the year and further develops the goals, priorities and fund allocations established under the Master Plan.

   
Promotion of Peace Act This act (Act 21/2003, dated 4th July, governing the promotion of peace) aims to establish the actions to be taken by the Government of Catalonia’s administrative bodies and local agents with a view to fomenting a culture of peace and intercultural and interreligious dialogue, contributing to the eradication of violent conflicts and addressing the causes thereof.
