
Born in Barcelona in 1949.
He is a journalist. He was actively involved in the PSUC from 1970 onwards, and was secretary general in the Baix Llobregat from 1974 to 1979. Between 1976 and 1979 he worked as a writer at Grupo Mundo. In 1979, at the age of 29, he was elected as mayor of Sant Feliu de Llobregat, the first during democracy. He held that post continuously until the year 2000 when he left the mayor's office.
Between 1987 and 1989, he was also first vice-president of Barcelona Provincial Council and from 1989 to 1993 he was a deputy in the Deputy Congress for ICV. From 1997 to 2000 he was the ICV spokesperson. He has also been vice-president of Baix Llobregat County Council, of the Metropolitan Area of Barcelona and of the Federation of Municipalities of Catalonia. He was a member of the managerial board of the Spanish Federation of Municipalities and Provinces.
Between 2000 and 2003 he was the director of a technological and strategic consultancy company. In December 2003 he was appointed secretary general of the Ministry of Institutional Relations and Participation of the Generalitat. He was appointed minister of the Environment and Housing on 21 April 2006.
As a journalist Francesc Baltasar has cooperated with various media. He took part in the 'La Barberia' sports discussion event, first on Rądio Barcelona and later on the televised version that aired on TV2. He has been a speaker on the programme 'Bon dia Catalunya' on TV3, on the programme Catalunya Nit on Catalunya Rądio, and has been a columnist for the newspaper 'El Mundo' and cooperated with media such as 'El Paķs' and 'El Periódico'.
