Antoni Castells i Oliveres

Born in Barcelona on 24 September 1950. He is married, has two children and lives in Barcelona.

He holds a degree in Economical Sciences from the University of Barcelona. He holds a PhD in Economics from the same university.

He is a professor of Public Revenue at the University of Barcelona. He has been a visiting lecturer at the Johns Hopkins University in Baltimore (1993) and was director of the Barcelona Institute of Economics until November 2003. He specialises in fiscal federalism, autonomous and local revenue, regional economy and the economy of the welfare state. He has written numerous studies and publications on these areas. He worked in the Studies Service for the Banca Catalana (until 1983), and has also been a member of the Audit Office of Catalonia (1984-1989), member of the Catalan element of the Mixed Commission of State-Generalitat Assessments (1989-1996), deputy in the Parliament of Catalonia (1992-1994) and Spanish member of the European Court of Auditors (1994-2000).

Secretary of the Economy for the PSC Executive Commission. He was appointed minister of Economy and Finance for the first Government with Pasqual Maragall in December 2003.
