The counties must group together municipalities
with common social and historical characteristics and demonstrate
the principles of efficiency, decentralisation and participation
in the provision of public services The territorial divisions
must coincide with geographical areas reflecting the basic structure
of economic activity.
The government and administration of the council are the responsibility
of the County Council. The County Council comprises the councillors
of the municipalities which form the county, elected in keeping
with the procedure established by law, according to the total
number of members corresponding to each County Council and in
line with the results obtained "by each party, coalition, federation
or electoral grouping" in the municipal elections.
The counties are created by an Act of the Parliament of Catalonia,
and there are currently 41. They exercise the powers attributed
to them by the pertinent acts of parliament, granting them powers
in the following matters: territorial and urban planning, health,
education, social services, culture, sport and the environment.
The County Councils can also “propose legislation
to the Parliament of Catalonia” by presenting bills.
