The Plan gathers the government's main objectives under a single heading, together with the commitments to be fulfilled during its term.

The Plan is structured around three pivotal points ­ besides the implementation of the Statute of Autonomy of Catalonia ­ in 19 different areas, with 67 operational objectives. It details more than 300 of its main undertakings and a large number of specific commitments:
